Will the city move a guard wire for me?

I am buying a new house and I just noticed there is a guard wire going right across my driveway.(the wire that goes from a phone pole into the ground to stabilize it) There is plenty of room to put the wire the other way so it doesn't affect my drive I cant even get a large truck or suv in my drive. So is this something the city will move if i ask.
