Do you have to have a comperhensive car plan and be ale to drive other cars to be able to get towed in a car?

If you are in charge of a car that's being towed, you need to be insured to drive that car. Comprehensive insurance (as opposed to third party) would cover the eventuality of the towed car running into the back of the towing vehicle, but it's not a legal requirement.
