How old do you have to be to get your lip pierced at to the point tattoo/piercing shop ?

PLEASE REAAAD THISS !!! im 13 and i really wana get ma lip pierced and my mom said i can but i cant seem to find a place to pierce it for me because they say im too younge.. i actually have 2 questions... 1. how old do you have to be to get your lip pierced at To the point tattoo/piercing shop.. and 2. where can i get my lip pierced if im 13 and i live in IL. tinley park PLEASE HELP MEE !
