Well, you'll need to scrub the walls with detergent to get as much of the oil pastels and paint off as much as you can. THEN you'll need some kind of primer paint (go to Lowe's or a home improvement place and ask the salesperson). Actually, you could probably get away with just primer white as long as it matches the original color.
