I dont get what they mean?

In a previous decision, the Supreme Court had decided that death penalty laws across the country violated the Constitution. That ended the death penalty, temporarily as it turned out. Several years later, some states rewrote their laws and the Supreme Court decided that the new laws were consitutional.. That is how the death penalty was reinstated.
