Is Syria off the hook because they have no oil?

It's all about de-stabilising the arab world when it helps the west. To do to Syria what the west is doing in Libya would not be in the west's interests as Israel would be affected, and Israel is pro-west. In that region, Israel needs a northern frontier that is relatively stable and does not want ad to go, at least not yet.
