Are only those who play for BCS teams allowed to be nominated for Heisman?

After watching the trophy ceremony this past Saturday it looked to me like those who play for BCS schools are the only ones allowed to be nominated for Heisman, despite the fact that there are numerous other players who also should have been nominated.
