CA is in a water crisis. Why are people opposed to desalinization plants but are for water rationing?

Navy ships have been using evaps.; creating fresh water from sea water for decades. If a ship can do this why can't we do this to supply fresh water desperately needed in drought areas or for that matter all areas?
