Is it safe to partially defrost chicken,then refreeze it to use a a later time?

NO, NO, NO - you will be sick as a dog if you eat this!! If you have already started defrosting then you have 2 options. You can either place in fridge & cook the next day or go ahead & cook, then freeze the cooked meat for later use........
